Scholarship Program
OVERVIEW
Although the WCRP provides a number of training topics and opportunities to its members, it simply can't provide all the important, specialized and relevant training pertinent to risk management for our members. To make available access to quality training, the WCRP Board of Directors has authorized a SCHOLARSHIP FUND. Please click to review Scholarship Criteria. Scholarship funds are used to pay for training. Training might include class books, online training, registration for training classes, etc. Travel, meals and accommodations are generally the county's responsibility.
Members can take advantage of this program two ways:
- Pre-arranged offers listed on our website, or
- By applying for a specialized training opportunity identified on your own.

PRE-ARRANGED SCHOLARSHIP OFFERS
Educational opportunities listed below will not require a scholarship application, however. They do still require involvement from the designated county Risk Manager. Click the titles below to learn more about each offer and how to take advantage!
- LEIRA Conference | October 3-5, 2023
WCRP members are eligible for reimbursement up to $500 to cover the cost of one (1) registration to attend the in-person LEIRA Conference, scheduled to take place at the Semiahmoo Resort and Spa in Blaine, WA., October 3-5, 2023.

- ACCIS Fall Conference | October 9-13, 2023
The WCRP is offering one scholarship per member county to register for the ACCIS Fall Conference, taking place in Bremerton, WA. October 9-13, 2023. The scholarship will cover the cost of registration, while travel, meals, and lodging associated with the event will be the county’s responsibility. This offer is limited to one in-person registration or one virtual registration per member county, and cannot be combined with multiple registration costs.

- Police Training Solutions - 21st Century Sergeants Academy | October 9-13, 2023
The Washington Counties Risk Pool is covering the cost of one seat per member county to attend the 21st Century Sergeants' Academy, 5-day training, in Suquamish, WA, October 9-13, 2023. Police Training Solutions will bill WCRP directly after the training has taken place. Spots are available first come first served, so make sure to register right away. This offer covers the cost of registration only. Travel/meal costs associated with this training will be the county's responsibility. Attending all 5-days days is required; non-attendance will result in a no-show fee of $850 billed back to the entity by WCRP for the paid seat.
- MRSC – Building Trust and Inclusivity through Community Engagement | October 17, 2023
The WCRP will be offering one scholarship per member county to attend Municipal Research and Services Center’s upcoming webinar Building Trust and Inclusivity through Community Engagement, scheduled for October 17, 2023. Knowing how to successfully engage communities can be challenging, especially during times of heightened emotion and polarization. It is difficult ensuring that all voices are being heard and that our decisions truly reflect the collective needs of the community. During this webinar, Tevin Medley from the Athena Group will discuss common barriers to community engagement and promising engagement practices being used based on his experiences in government consulting. The WCRP scholarship will cover the cost of one registration per member county. We ask that you please contact your county risk manager to request the scholarship discount code before registering.

- ARC Tactical – Corrections Functional Control Tactics Instructor | November 6-8, 2023
The WCRP will be offering one scholarship per member county to cover the cost of registration for the ARC Tactical 3-day Corrections Functional Control Tactics Instructor course, taking place at Kent City Jail, November 6-8, 2023. This offer is limited to one registration per member county while travel, meals and lodging associated will be the county’s responsibility.

- ELSI – Corrections Legal Update Seminar | November 16-17, 2023
The WCRP is excited to offer a limited number of scholarships to attend Ethical Legal Survival Institutes (ELSI) 2 Day Corrections Legal Update Seminar, taking place in Chehalis, WA., November 16-17, 2023. This program will cover recent Supreme Court and notable Circuit Court of Appeal decisions with an emphasis on how they affect a correctional facility. This course will also cover current federal statutory law that may impact facility operations and will discuss current trends in 42 USC 1983 litigation. - Scholarship Offer: The WCRP is offering up to eight (8) reimbursable scholarships membership-wide (limited to two per member county), which will be awarded on a first come, first served basis. Each scholarship will cover the cost of registration, while travel and meal costs associated with the event are not included in this scholarship award and they will be the county’s responsibility.
- How to apply: Please complete the WCRP Pre-Arranged Scholarship Request Form, which will send the request to your county Risk Manager for review and approval, prior to submission to the Risk Pool. The WCRP Member Services Team will convey scholarship determination and next steps to both the applicant and Risk Manager.
SUBMISSION DEADLINE: October 23, 2023, or until all scholarships have been awarded.
- Force Science's – Force Encounters Course | November 20-21, 2023
The WCRP is excited to offer a limited number of scholarships to attend Force Science's - Force Encounters Course, taking place in Longview, WA., November 20-21, 2023. This course introduces the psychological and physiological factors that affect threat assessment, sensory perception, decision, performance, and memory and applies these evidence-based concepts to high-stress and life-threatening encounters in a law enforcement context. - Scholarship Offer: The WCRP is offering up to eight (8) reimbursable scholarships membership-wide (limited to two per member county), which will be awarded on a first come, first served basis. Each scholarship will cover the cost of early registration in the amount of $429, while travel and meal costs associated with the event are not included in this scholarship award and they will be the county’s responsibility.
- How to apply: Please complete the WCRP Pre-Arranged Scholarship Request Form, which will send the request to your county Risk Manager for review and approval, prior to submission to the Risk Pool. The WCRP Member Services Team will convey scholarship determination and next steps to both the applicant and Risk Manager.
SUBMISSION DEADLINE: October 1, 2023, or until all scholarships have been awarded.
- ARC Tactical – Corrections Tactics Seminar | January 17-19, 2024
The WCRP will be offering one scholarship per member county to cover the cost of registration for the ARC Tactical 3-day Corrections Tactics Seminar, taking place at Skagit County Jail, January 17-19, 2024. This offer is limited to one registration per member county while travel, meals and lodging associated will be the county's responsibility.

- NTOA Command College - Module 1 Tactical Leadership
The National Tactical Officer's Association (NTOA) Command College is comprised of three modules, totaling 562 hours of training. WCRP is offering a limited number of scholarships to cover the cost of registration in the amount of $1,575 for the first module, Tactical Leadership (186 hours). The WCRP scholarship will cover the cost of registration for the Tactical Leadership program only, and the offer is limited to five scholarships throughout the entire WCRP membership on a first come first served basis. - Summit Law Group - Annual Subscription Discounts for Employment Law Webinars
Summit Law Group offers live Employment Law webinars that are also now available on-demand! The WCRP will be offering 50% reimbursement of the annual subscription cost (not to exceed $1,000 per member). Members would first pay Summit Law Group and then request 50% reimbursement from the pool. We ask that reimbursement requests be submitted to WCRP by the county risk manager.

APPLICATION PROCESS
- Complete the WCRP Scholarship Application
- Obtain course description, date, cost of enrollment, and location details
- Send the application and supporting documentation to your county Risk Manager
- The county Risk Manager submits the application to MemberServices@wcrp.wa.gov
- The application and materials will be reviewed within 14 business days
- WCRP will correspond with the county Risk Manager, to include questions and the final decision
